I know how difficult it is to shop on a budget and I know how difficult it is to shop for plus or special sizes. The first place I will always suggest you go shopping will be your local thrift store! If you aren't able to find what you're looking for then I would suggest visiting one of these stores...
*JC Penny's is a great place to shop and they offer most of their Junior Department up to size XL and they also have a separate Junior Plus Department! I would suggest checking out the following collections: OlsenBoye, I heart Ronson, Bisou Bisou, Decree!
*K-Mart is another fabulous place to shop on a budget! I was recently surprised when I walked into their clothing department and I just have to let you all know...they have SERIOUSLY stepped up their game! LYS, Sofia Vergara, Bongo, and Dream Out Loud are all collections I love!
*Target has been a favorite of mine for a while and I'm sure...being the fashionita that you are... you have already checked them out but I thought I would add it in here for good measure!
*Forever21/Forever 21+ is an amazing place to shop for inexpensive/trendy clothing and for a little over a year they have been selling plus size clothing online and in a few select stores! I have bought A LOT of my favorite pieces here and if you haven't already... check them out!
*Dot's Clothing Store is one of my favorite inexpensive places to shop! They offer trendy, well made clothing at a super affordable price! Unfortunately they don't offer online shopping but you can check out their locations here!
Two great stores I would suggest browsing for denim and other "closet items" are Wet Seal/ Wet Seal + and DEB Shops/ DEB Shops+. They always have the MOST AMAZING clearance sections!
*Ashley Stewart is another great and inexpensive store to check out when browsing plus size clothing or while in pursuit of that perfect outfit!
A few, more expensive but great places I would suggest shopping are Lane Bryant (plus size only), Torrid (plus size only), Alloy, Urban Outfitters, Top Shop, American Apparel, ZARA, and Modcloth.
